Phone and IMEI Registration in North Cyprus: 2026

Which devices does MCKS cover?

If you have just moved to North Cyprus, the moment your phone switches on and the moment your device registration is finished are two different things. BTHK’s Mobile Device Registration System records devices that carry an IMEI, and the process runs through consecutive stages: BTHK pre-registration, the customs step, and handing your documents to your operator.

According to BTHK’s official frequently asked questions, devices that carry an IMEI number and can communicate over a mobile network with a SIM card fall within the scope of registration. Beyond mobile phones, cellular-connected tablets and similar devices can also meet that definition.

You can see your device’s IMEI by dialling *#06# on the phone’s keypad. Dual-SIM and eSIM devices may hold more than one IMEI; at the counter, the information your device displays has to match the information on your paperwork.

Do not guess at your registration status. Use BTHK’s official IMEI lookup screen.

In what order is device registration done in North Cyprus?

The official process has three gates:

BTHK MCKS pre-registration → Customs and Excise (Gümrük ve Rüsumat) step → Handover of documents to the mobile operator’s subscriber registration centre

1. The BTHK MCKS application You apply to the registration office with your device and your identity document. BTHK’s page lists the documents needed for standard registration and for the student-exemption route separately, depending on which option you select.

2. The customs step With the paperwork issued at the BTHK stage, you complete the customs procedure and the payment attached to it. The device, your ID or passport and the BTHK paperwork are requested. The exact amount can change according to the device and the registration type, so confirm it with the official office.

3. Handover to the operator After customs, the resulting document together with the BTHK invoice or receipt has to be delivered to your mobile operator’s subscriber registration centre. BTHK’s university registration announcement states plainly that the process is not complete until these documents are handed over.

Following this order is what stops the classic mistake: “I went to BTHK, so I’m done.”

What documents does standard registration require?

As of 19 August 2026, BTHK’s MCKS page lists the following as the basics for standard registration:

The number of photocopies, the accepted payment method or any extra document requirement can change. Open BTHK’s current screen before you go. Document lists in older university announcements should not be treated as automatically valid today.

  • The device with its IMEI
  • A national ID card for citizens of North Cyprus or Turkey; a passport for foreign nationals
  • The form generated during the application, plus the accompanying paperwork

Does student registration mean a discount for everyone?

No. BTHK’s current MCKS page defines the student exemption as a separate registration type and states that only foreign-national students who are not citizens of North Cyprus can use this exempted route. Which registration type applies to a student holding Turkish citizenship should be settled by the current wording on the page and by confirmation from BTHK.

The student-exemption route asks for a current or approved student certificate and requires the applicant to hold at least one mobile line registered in their own name. There are also restrictions stating that a device registered under the exemption may only be used with lines registered to the person holding that entitlement.

Do not assume “I’m a student, so I automatically pay less.”

What fees does the official page show in 2026?

With its July 2026 update, BTHK’s MCKS page shows the device pre-registration fee as 580.60 TL. The same page publishes a 4,000 TL fixed tax for one mobile phone under the student-exemption customs procedure, together with the condition that this entitlement cannot be used again within two years.

These two amounts are not the same payment:

The customs burden under standard registration varies with the specific device; this guide does not calculate tax model by model. Fees can change, so check the BTHK page again on the day of publication.

How long can a phone be used before it is registered?

BTHK’s 2025 Activity Report explains that when a North Cyprus operator’s SIM is inserted into an unregistered device with an IMEI brought in from abroad, the system sends an SMS notifying the start of a 90-day active period, and states that the device will be switched off if registration is not completed within that window.

Treating that window as “I’ll apply on day 90” is a poor plan. A missing document, a public holiday or a busy counter can stretch the process out. Track the start date and your device’s status through the BTHK message and the official lookup.

Is a phone registered in Turkey automatically registered in North Cyprus?

Do not assume the IMEI registry in Turkey and MCKS in North Cyprus are the same system. Check your device’s status in North Cyprus through BTHK’s lookup. In the same way, a registration completed in North Cyprus does not automatically settle another country’s registration obligation.

Where the phone was bought, its invoice and its usage history in Turkey are not what counts. The device’s current MCKS status in North Cyprus is.

What should you check when buying a second-hand device?

For a second-hand or shop-bought device purchased in North Cyprus, you should see the IMEI number match the information on the device housing and in the handset’s own menu. Details of legally imported devices are reported to the system by the importer; if your lookup comes back unregistered, go back to the seller first, and to BTHK if that leads nowhere.

Do not post a screenshot of your IMEI publicly. Run the lookup yourself on the official page and keep your personal details to yourself.

How do you know the process is finished?

You should be holding more than a BTHK receipt: the customs document and proof of handover to your operator belong in the same file. Then run the IMEI status check again on the official screen. Keep the SMS notifications rather than deleting them, and store the invoice and paperwork with your device records.

The single most important sentence in this process: pre-registration is not completed registration.
